Avi Slama was born and raised in Netanya to parents Meir and Rita (of blessed memory), immigrants from Tunisia. He grew up alongside a sister and a brother. He is married to Maayan and is the father of Oria and Itamar. He lives in Netanya and is deeply connected to the City and its residents in every fibre of his being.

He began his education at Yeshurun School and continued at Bar-Ilan High School in the City. After graduating, he joined a pre-military preparatory program of the Intelligence Corps in Rosh Pina, where he spent a year absorbing values, leadership, and public service.

In the IDF, he served as an operations room commander in the Research Division of the Intelligence Corps.

After his military service, he pursued academic studies at the Netanya Academic College, where he graduated with honours with a combined bachelor’s degree in Business Administration and Insurance, and later completed a master’s degree in Business Administration and Marketing. Alongside his studies, he was extensively involved in social activism—assisting new immigrants and families facing financial management challenges. Community contribution became a natural part of who he is.

2006 – Manager, Foreign Residents Section, Bank of Jerusalem, Netanya

2009 – Appointed Head of the Foreign Residents Department, Bank of Jerusalem, Tel Aviv

2011 – Promoted to a management position at the bank’s headquarters in national sales, Bank of Jerusalem, Jerusalem

2013 – Appointed Branch Manager and became one of the youngest and most respected managers (at age 31) in Israel’s banking sector

2016 – Promoted to manage the Tel Aviv Branch, Bank of Jerusalem

In 2017, at the age of 35, he received a unique opportunity to join the prestigious Swiss bank HYPOSWISS in Israel. Since then, he has managed the Bank’s Israeli Representative Office—a senior and highly regarded role combining management and strategic vision with deep integration into international systems and the Israeli economy.

In the 2018 municipal elections, Avi Slama, then 36, was elected to the City Council with the “One Netanya” faction.

During his term, he served voluntarily as a Netanya City Council member and was appointed to a variety of roles:

Chairman of the Board of H.L.T. – the city development company; Commissioner for Municipal Finance; and Head of the Municipal Absorption Department. He also served on the Steering Committee for the unification of all community centers.

He was a board member of the Association for Non-Formal Education, a member of the Municipal Audit Committee, and a full member of the Planning and Building Committee.

Gifted with a strong ability to build trust and cooperation, Avi Slama established a broad coalition within the City Council and served as Coalition Chairman.

On 05.03.22, Mayor Miriam Feirberg-Ikar (of blessed memory) offered to appoint Avi Slama as Deputy Mayor, but he declined the position.

Ahead of the 2023 municipal elections, consistent polling showed Avi Slama enjoying strong popularity. On 22.01.23, he announced his candidacy for mayor with an independent list called “A New Path.” According to his declaration, the list would represent Netanya’s residents and be composed of full and equal inclusion of women.

In the 2024 elections, Avi received tremendous public support—approximately 40% of the vote—while Miriam Feirberg won by a margin of only about 1,500 votes. With over 33,000 votes, Avi also led his faction “A New Path” to an unprecedented achievement of five seats, making it the largest faction on the Netanya City Council.

Since 27.02.24, Avi has served as Chairman of the Opposition, leading numerous campaigns together with opposition council members. His faction achieved significant successes, positioning him as the natural candidate for the 2026 elections.

Following the tragic passing of Miriam Feirberg-Ikar (of blessed memory), Avi announced, at the conclusion of the mourning period, his candidacy for mayor in the elections to be held on 20.01.26.

Commissioner for Finance

• As Commissioner for Finance, Avi successfully led the approval of the municipal budget—estimated at approximately ₪2–2.5 billion—in cooperation with all City Council factions, recognizing that elected officials represent the full spectrum of Netanya’s diverse population.

• He was among the leaders of financial processes during the COVID period, working to preserve and strengthen the Municipality’s financial resilience, including minimizing loans where possible and leading a reorganization and refinancing of municipal debt to reduce costs and improve liquidity.

• Avi Salma a mené des actions d’économies et d’optimisation des finances municipales, à la fois en mutualisant des ressources avec des organismes municipaux et gouvernementaux, et en réduisant les coûts de location de biens privés loués par la municipalité.

Président de coalition

• En tant que président de coalition, il a géré la répartition des commissions et des fonctions publiques afin de refléter au maximum la diversité hétérogène de la population de Netanya. Il a également veillé à la stabilité politique et au bon fonctionnement de la municipalité, en réduisant au minimum les perturbations de la politique locale face à la volonté d’agir, de faire avancer et de développer la ville.

Président du conseil d’administration de H.L.T

• En tant que président du conseil d’administration de H.L.T – la société économique de développement et de tourisme de Netanya, chargée du développement de bâtiments publics, de nouveaux quartiers et de nombreux établissements scolaires dans la ville, pour un budget de centaines de millions de shekels. Les travaux ont été réalisés avec qualité, depuis une planification rigoureuse, la mise en place d’appels d’offres conformément à la loi, et surtout une exécution prenant en compte les besoins du public avant et pendant le processus.

• Avi Slama a veillé à ce que les états financiers et la gestion économique de la société soient menés de manière exemplaire, et sous son mandat, pour la première fois de l’histoire de la société, les comptes ont été déposés sans aucune réserve comptable de la part de l’expert-comptable de la société.

• Avi Slama a développé et élargi le projet de rénovation de façades mené par le département de renouvellement urbain. Sous son mandat, l’ampleur totale a dépassé un quart de milliard de shekels, environ 400 unités de logement, avec un impact direct sur des dizaines de milliers d’habitants ayant bénéficié du projet, grâce à une amélioration significative de la qualité de vie et de l’apparence de la ville.

Membre du conseil d’administration de l’association d’éducation non formelle

• Avi Salma a apporté une contribution déterminante à la gestion de l’association en tant qu’entité financière gérant environ 100 millions de shekels par an.

• Pendant son mandat, un travail approfondi de mutualisation des budgets avec différents organismes a été mené, afin d’éviter le gaspillage de fonds publics et d’offrir une réponse de meilleure qualité aux habitants.

Président de l’opposition

• En tant que président de la commission d’audit, Avi n’a pas hésité à soulever différents sujets nécessitant une vérification approfondie, notamment la question des infiltrés, l’éducation, les assurances de la municipalité et la bonne gestion municipale.

• En tant que président de l’opposition, Avi Salma a fait preuve d’équité, a siégé à la commission d’audit et a œuvré sans relâche à l’amélioration du système municipal, en mettant au service de la ville ses connaissances d’universitaire et son expérience de dirigeant dans le secteur bancaire.

Nouveaux immigrants

• Lorsqu’il était responsable de l’intégration (aliya), Avi Slama a impulsé un changement d’orientation au niveau municipal en apportant des solutions à des publics qui, auparavant, ne recevaient pas de réponse concrète de la part de la direction municipale de l’intégration.

• Avi Slama a veillé à fournir des réponses supplémentaires et à augmenter les budgets sans porter atteinte aux différents publics : non pas développer l’un au détriment de l’autre, mais développer l’un avec l’autre.

• Issu du monde du management, de la banque et de la finance, Avi Slama a mis en place des coopérations avec de nombreux organismes :

• Coopération avec Qualita, l’organisation faîtière des francophones en Israël, dans de nombreux domaines : emploi et placement des nouveaux immigrants, un projet jeunesse important d’intégration, un projet d’intégration de jeunes et d’enfants dans différents centres communautaires à un tarif subventionné, et surtout un projet social majeur pendant la période du Covid, avec un mécanisme de “matching” avec la municipalité pouvant atteindre environ un million de shekels, au bénéfice de familles dans le besoin ayant perdu leur emploi durant le Covid et rencontrant de grandes difficultés à subvenir à leurs besoins. Dans le cadre du projet, une aide mensuelle sous forme de bons alimentaires d’un montant significatif a été attribuée à des dizaines de familles.

• Coopération avec des associations de Netanya spécialisées dans l’intégration, afin de répondre aux besoins culturels et linguistiques des habitants. L’objectif était d’encourager et d’aider ces associations pour créer une situation “gagnant-gagnant” : soutenir leur action sociale (familles dans le besoin, reprise d’études, aide aux immigrants dans divers domaines, etc.) tout en permettant la poursuite de leurs activités grâce au financement de soirées culturelles et de différentes initiatives.

• Mise en place d’une coopération unique en Israël, ensuite reproduite dans d’autres villes : offrir aux nouveaux immigrants un service intégratif, subventionné par la municipalité, apportant une réponse complète pour combler les barrières linguistiques face à la bureaucratie israélienne, ainsi qu’un accompagnement par téléphone, WhatsApp et en présentiel, grâce à une subvention municipale.
